Guild Wars appears to be having odd network issues with some users.

This is a guess on my part but may be why your having issues and Anet statement about "An estimated time for service resumption is not yet known."
Level 3 and Cognet are in a contract spat. They are companies that provide the backbone of the Internet. If you are on a Level 3 network (or your ISP is) you will NOT be able to easily / quickly access resources on Cognet and vice versus.
Guess - anet has part of there network on either of these (or both) this may explain a few things.

Something I found intresting, on the 3rd address that it checks to see if it can connect, it ends up on level 3's network.
