bug with shock and gale energy?

In advance, sorry if I missed a post about this.
Anyway, I use a War, and I thought Ele might be an intresting secondary when I saw Shock and Gale were KD skills and only cost 5 energy. Whenever I actually use the skills though, they use anywhere from 5-10 energy, and whenever I use energy skills some strange dark blue bar appears behind my actual energy bar. The longer that bar is, the less energy it takes to use the skills to a minimum of 5 energy. When the dark blue bar is not there, the skills use up 10 energy though. Is that supposed to happen?
(as a side note, this second bar only appears when I have Ele as a secondary)

You're experiencing "exhaustion." You'll notice at the end of those skills it states that these skills cause exhaustion. What that means is that everytime you use one of those skills, 10 points of your energy bar will be cut off for a small amount of time. Using exhaustion too much will leave you with 0 energy until your energy slowly recharges. Exhaustion is a dangerous thing, so be careful, especially with a warrior with only 20-30 energy.

Shock and gale have a side-condition called Exhaustion. Exhaustion is a self-inflicted side-effect from skills. It causes 10% of your Max Energy to decrease, therefore, using it too much can cause a point where you possess great energy management but no room for it. Exhaustion decreases slowly overtime eventually to a point where it dissapears completely, but i can't remember the exact amount.

Also, since you're gonna be in Melee Range anyway, Whirlwind is a great way to get the effect of Gale, without the exhaution, plus cause damage at the same time.

exhaustion is self-inflicted, 'causes exhaustion' in the skill description refers to yourself

and umm whirlwind is a horrible horrible idea to replace shock.

my bad, but what i said still stands. whirlwind to replace gale is still a horrible idea.

also Arcanis the Omnipotent, i beleive the others who are also comenting are talking from a PvP perspective, you can use whatever you want in PvE
