Cut Down # of Drok's Team Arena Districts

As it is right now there are usually 5-7 Drok's TA districts, most of them are empty. Why don't they just have it so there are 2-3. If there are too many districts people just continously cycle through the districts. I'd rather have 2-3 crowded districts where i can find what I need rather than 7 kinda full districts.

I beleive anet still need to add a cross-district grouping system.
