Elementalist Armor +15AL Properties: Universal or Per Location?

Are the +15% vs X element properties on the elementalist armors universal (like the -1 damage property on Ascalon armor) or only for that location?

Per location. The only global armor properties are the -2 on Ascalon/Knight's and the +15 while casting on Mesmer armor.
