The Rockmolder green item -- seems too uber?

I was comparing the various green items, and the rockmolder seems to be the only caster offhand that provides +20% recharge to all skills, not just the linked attribute (illusion). I even tested it out to make sure it wasn't a typo, and it can indeed recharge skills of any type faster.

So it appears you can get +20% to all, and then +20% to [some attribute] on the main hand.

You could get a +40 to a certain attribute with some combinations already, just not +20 to all like that. Problem is you need to have 9 Illusion if you want the +12 energy which many casters don't want to give up. It's not that overpowered, just an error.

It did seem a little odd that it wasn't just a typo, and that it does work as stated. Too bad it's illusion... the thing is, though, that 9 Illusion isn't too expensive an investment. I'm finding that with a few exceptions here and there (like if using Illusionary Weaponry) mesmer skills don't need to be maxxed out.

Bringing domination down from 16 to 14 gives you enough points to do it. If only there was a single illusion skill I wanted to put on my bar for PvE (and for use at attribute level 9)... alas there is not.

Unfortunately devoting almost a fourth of your attribute points to get +12 energy and 20% skill recharge on all seems pretty much a waste. Just think, what if this focus was for Inspiration magic...
