Hehe, Derrty. Have you seen really seen other axes with 7 minimum damage?

I tend to think it's more of a bug than anything...but still, nice Sickle, lol.

Perhaps it was a rare bug that was removed at some time...when did you find the Sickle?

So long as it's not max maximum damage, a weapon can have a slightly higher minimum damage. You'll find axes like this in mid-level areas. Pretty nice to find a Sickle like this.
