Try doing the Ruins of Surmia mission (enter it), then follow the arrow.

The statue is right at the entrance of the ruins where you follow the river and head up the hill. At the top of the hill where you go through the door to follow the path to let rurik and erol cross the drawbridge you have to lower, its by the door at the top of that hill. also try entering the mission with the quest active, or just try hitting the left alt button once in a while
