Ranger skill question

I feel dumb asking this, but do I get dual shot and ignite arrows in pre-searing ascalon or post? And if its pre-searing, which trainer gives them?

Location Wizard's Folly
Quest Name: Unnatural Growths
Directions: From Foibles Fair head down the road to Lakeside County till you see a forest.
Head south east till you come to a river, cross the river and find Aidan on the south east edge of the fishing village.
Summary: Go to the falls to the west. Destroy the Aloe Husks until you find an Aloe Root.
Bring the Aloe Root back to Aidan.

I knew there was ONE trainer I was missing......was driving me nuts..LOL.
Fortunately, I didn't leave "pre".
