They are created in your C:/Program Files/Guildwars/Screens folder, or whatever your default folder is. In the Screens folder at least.
They're in *.BMP format, so you better have a resize/convert tool ready to convert it to *.PNG or *.JPG (because BMP is so huge in filesize).
I recommend Irfanview, but you can also use the standard windows Paint.

Here's my current look..the much used pyro armor (gloves and boots are geo armor - I had my reasons at the time, although I can't remember what they were now...).
The color is a mix of blue/silver. Which didn't turn out anything like I thought it would - it just looks like baby blue or something (and not tons different from just plain blue). I guess it'll take a lot of dye before I come up with colors I really like.

I've never posted an image anywhere before, but it seems simple enough. Here goes:

This is Friday Bomber. She is my level 20 E/W, though for most of her leveling she was an E/Mo. I switched out the /Mo part once I realized that of all the monk skills, I only used Rebirth.
From left to right the skills in the bar are; Signet of Capture, Earthquake, Aftershock, Crystal Wave, Elemental Attunement, Kinetic Armor, Armor of Earth, and Windborne Speed.
You can see my Sword and shield in the lower right side. Though it's not listed, my armor is standard elementalist gear from Droknar's Forge that has been dyed red. It's hard to tell it's on fire, but the gem on my character's forehead is a Flame's Eye, also from Droknar's Forge (I think).
This character is an experiment that does not seem to be working out (my tanking skills are nonexistant as an ele), so I'll probably change her back into an fire AoE'er. Maybe I'll take a /N class for her next, maybe not.
