Give me your mode of play (pvp/pve) and I'll REALLY know what the hell it is you're doing...
Seems like PvE to me and it's ok, but I'd bring armor of Frost instead of Mist [except in Ring of Fire].
Malestrom and Ice Spikes take too much energy. Bring Ice Prison and Water Trident.

Hmm, there we go...
I'd say use runes and do it this way when you get all your 200 atb points...
Axe: 10+1+1 {hat and rune}
Strength: 7+1
Tactics: 9+1
Water Magic: 10
For a good axe elite, I'd suggest going Eviscerate, but if not, then we'd be in a pickle seeing that the other good War elite to have would be Victory is Mine, this build lacks any AoE condition technique...
Ok, may as well go for individual speed killer based on HIGH damage. Let's use an elemental weapon then shall we? [new analysis]

Conjure Frost
A nice battle system designed to turn you into a tank that bites back. Strong in terms of energy efficiency in that you've got 3 adrenal skills one of which refreshes all you're energy.
Your other skills are enchantments. Key here is to cast ARMOR ENCHANTS SECOND. Conjure Frost removes current enchantments on you, not new ones added on. [unless they changed it during an update, in which I was unaware of.]
Since both of your enchant skills will last quite a while, their energy efficiency is quite good. Bonetti's just makes your whole build far better than it would be otherwise...
The 3 stances should be cycled and at 10e. That should be plenty of time to cast your armors when you're NOT in a shield stance.
So technically, you don't want armor and stance, you want to keep using stances, then armor during downtimes [before a stance ends], then repeat...
Quite a dangerous build if you can build the adrenaline for it properly...

I've been playing a W/E since the beginning and I use water magic. The main thing that makes this a good damage dealing warrior is the conjure frost skill. However, for it to work you have to have a cold damage weapon. It took me weeks to finally find someone selling a frost hilt for my sword, but it was worth it. So in order for a W/E using air/fire/or water your first order of business is to find or upgrade a weapon so the damage type matches your conjure element of choice. Once you get this combination you will mow down opponents and it is loads of fun. Water trident is also a must.
The above advice looks great to me for a W/E axe warrior. I use swords and usually keep either Sprint or Frenzy, Sever Artery, Gash, Galrath Slash, Ice Spear (I still have to go cap Trident but I haven't made to that area yet), Conjure Frost, and either the Res Signet or Armor of Frost depending on the situation.
I put all my points in Swordsmanship, Water Magic, and Strength and use a strength based shield.
