I've been seeing a lot of complaints and so forth about how it is hard for new players to get into PvP.
Since we all know Anet or top name guilds don't really plan on educating the public, I thought I might as well TRY to help out.
I was thinking of making site, on my Chronicles of Garas webcomic (it will be subdomain) that will allow players to send in builds, explain how it works, WHY it works, the strengths, and flaws of said build. The site will be allow others to rate the build, post comments, and so forth.
Problem is, I need someone who can program and someone who can design it. I can only supply a server for it.
Any takers?

The bigger problem is guilds or players revealing successful builds. If they aren't doing it already on the many GW fan websites, why would they do on your site, no matter the format?
I don't mean to beat down your idea, but the last thing you want to do is give a potential opponent information they could use to beat you.
P.S. It's my belief that people get turned off to pvp early in their experience because they don't taste the success of winning often early on. They aren't building confidence from the actual experience, and not everyone knows how to keep the confidence despite losses. They don't see improvement as they go along as positive, they only see losses and think they are not improving.

i can make the graphics for a website as i have been graphic designing for a few years now, i can make the template in photoshop then seperate the slices, but i need someone to string it all together in HTML :?

Just one think : maybe it's time to stop thinking making a website (a good one, looking pro, well thinking and well done) is a simple thing, it has rules, codes, to-do and not-to-do think, new standarts (css, accessibility...)
anybody can do a web site in 30 minutes, but it will be somme crap

I'm paying for the server and this is a community project. Mind you, I'm using the bandwidth that is used for my webcomic (http://www.chroniclesofgaras.com).

I would show an interest, but I'm guessing you want something with php, and I'm no expert at that. What I do is design simple sites which load fast and are compatible with just about every browser and OS that I can get my hands on.

What I did was get a web host that supports mysql and php and use one of the many out there free php portals. This is also modular so I can add modules to add stuff like calender or other things.
I use Asmallorange as my web host using the 40$ a year package - http://www.asmallorange.com and the portal software I use is Dragonfly http://www.cpgnuke.com -has forum, photo gallery, pm, etc. To see our guild site that I've setup http://www.gw-rotp.com. I did have to alter the theme to get it to match the colors.
You could also use some free forums - http://invisionfree.com/ or http://www.yy2.com/ or http://www.jconserv.net/ but you will get ads.
You could even do Asmallorange and do there autoscripts to install your own phpbb forums, mambo portal, huge list of free stuff out there.
In fact this site uses a paid php / mysql package called vBulletin with modifications done by web developers.

Pravus Phasmatis has long been one of the top tombs guilds on anet and now is shiftign focus to gvg and will soon be near the top of the ladder. we are completely willing to educate the public. of course we are not going to give away the specifics of our exact build, but we are willing to offer suggestions or modifications on builds, as well as explanations of what works when and where. check out the forums. new ones may be added depending on public interest.

I don't claim that it's a good site or a well designed site or even a site with a good, intuitive interface (no offence to the owner: I offered advice on how to improve it, and he did a poor job at it). It just exists.
I'm working on my own version that doesn't suck... but working full time seriously cuts down on the time I have to spend on it. I have it at about 25% complete, but if you're interested drop me a pm/email and I can set you up an account manually (account management/registration barely exists).

and btw, ur site is nothing to be proud of. it's pretty much just made up on inner shadows, bevels, and gradients on their default settings. not to mention it doesn't seem to work properly in Firefox.

OK. How does that apply to educating the public? Because I've seen iQ, Te, KF, IVEX, sB in their heyday, all try to inform new players as best as possible. Telling them what strategies work best in GVG/Tombs, what skills are worthless in PVP, how counters work, the best spike damage over all classes, when to kite and when not, etc.
I've also seen the community that is supposed to soak up this knowledge rebel and try to argue half-assed "facts" with these top guilds.
The fact of the matter is the top guilds will speak if we could listen.

No one goes to Guild Hall? Are you retarded? GH is first in the list of fansites and is also listed as elite. That means new players are going to visit them first above all other fansites. Then they're going to go to Guru or GWOnline. A lot of top guilds still go to GH and continue to post information.
There were plenty of people that would come to Guru that would give advice. iQ especially but you can find other top guilds that came here and also offered valuable knowledge.
No one listens anymore and that's where the absence of information comes in.

When I first got into GW, I didn't go to some fansite for info. People don't usually go to fansites for games unless they want to read opinions or the ongoings in the game. Otherwise, they wouldn't buy the game and go "hey, the first thing I'm going to do is check out some third party forum and see these builds."
It's kind of like the strategy builds in Diablo 2. Sure, you can tell me what to do step-by-step, but I won't understand the how or why it works.
besides, from what I'm looking at, the top guilds just complain, complain, and complain. I have yet to gather any decent information from them. They talk high and mighty like they were some amazing driving force behind the community. Did they start their own sites? Articles? Maybe instead of telling off Gaile Grey and some shit on how she should be fired, these top guilds should try WORKING with her. All I see from the so-called major players of GW is mudslinging.
If I had any serious clout, I would write articles for the official guild wars site instructing newcomers to the game about the PvP mechanics, like the common strategies in tombs, the structure of a GvG team, and how to make a sick arena build.
It would be a lot more useful then crybaby whining. No, I'm not defending Gaile Grey, but yelling "She should be FIRED!!!elevenone1" isn't going to help anyone, especially GW or Anet.

Would it not depend on what country you're in? As far as I konw, you can legally work at 15 or even 14 in some countries. (hehe, you can get your liscence and a car with 15 in NZ, so why not work as well?) But.. I haven't bothered to check where the poster is from.

If there are some, I don't understand why they do it. Not a good strategy imo.
