I need help on getting up to the guy for 15 att

I have my game minumized and am trying to get help. I am at the 15 attribute point destination in the desert, but cannot get up to the guy on the mountain.

I have circled it and found no way up to him.

Please let me know what I need to do to complete this quest!

you have to go around to the far western side of the map, then go up a hill. There will be a guy standing there. You can get across a little bridge made from the fallen statue. You have probably walked under this already while circling the mesa.
