using weapon when not meeting the requirement???

someone gave me a sword (11-22 damage) that's require level 11 of swordmanship but i'm only at 6. I can still equip it and use it. I notice it does a little less damage than my 7-10 sword. Just want to ask about what's really going on when using equipment when not meeting the requirement? thanks.
