Erm its one of those ASCII characters I think.
You can do it by pressing ALT + a combination of numbers on the numpad.

I tried it in GW before though and it doesn't work. I read before that it was cut and paste from and outside program (for example, MS Word).

On a windows system open your character map utility. It will show you a complete (or nearly so) ascii chart for that font set. It has to be a fairly basic font set, but you can cut many of those symbols to the clipboard and then use the universal windows app command for paste 'ctrl-v' to put it in your chat window.

They like to hassle and harrass people because it's really hard to put them into the ignore list (with the little vertical bars) if you don't know how.
