What level should I look to atain before I leave Ascalon kingdom. I want to make sure my character is prepared.

Right now I am LVL 7

I am a Monk/Ranger

I Have 3 Monk attributes but have not found Divine Favor yet

I have 3 Ranger Attributes but I am only focusing on Markmanship and I have that so the others are just gravy.

I also have some quest I want to finish before I leave. I estimate I will reach LVL 10 before I am finished getting stuff.

You won't ever find Divine Favor; that's only for Monk primaries.

Finish the other quests before you leave; chances are some of them will give you skills, so it's easier to do those before leaving Pre-Searing.

Since you can switch your attributes around at any time now, it wouldn't hurt to play around with the other Ranger attributes from time to time either.

After getting all the skill quests, you should leave whenever you're ready.

I would think level 7 would be more than adequate. But like Savio said, you might as well finish the other quests first. If you miss out on any skill quest rewards in pre-searing, you can still get those skills in post, but you do generally have to spend skill points and gold to get them.

Divine Favor does have skills attached to it, but you will not get those for a little while. IF you want to heal well, though, the whole point of being a monk for healing is for the Divine Favor bonus (automatic healing with every spell). So even if you do not have any divine favor skills yet, don't neglect to put points into it!
