This isn't a new or cutting-edge build, but I wanted something that works.
Me/*
Att.:
Domination:11+3
Inspiration:10+1
Fast casting:10+1
Equipment:
1. PvP 20/20 somination staff
2. The wand/off-hand combo that gives the most energy.
Blackout
Power Block {E}
Backfire
Diversion
Shame
Leech Signet
Power Drain
Rez signet
I like to go up to a monk cast diversion to take out his spamming skill, shame, power block if he uses a slow casting skill, and if my team still can't kill him I black him out and that usually does it. Same thing with other casters-shame, I origionaly had guilt in here, but i never seemed to use it.
Power drain when I'm low on energy, Leech signet ro Rez sigs., and my own rez sig... for ummm..... rezzing.
Anyway, any ideas to help my build or whatever are very welcome. Oh and a way to adapt this for tombs/gvg would be nice.

nice build. it will do you well. only suggestion i can give is to use a superior domination rune and domination mask so that you have max power block and blackout. also, use a cane with 20% dom recharge and offhand with 20/20 dom. it will give you best recharge on power block, blackout, backfire, and anything else important. energy is important, but by using a staff, you only get 3 more energy and the 20% recharge is definetely worth it.

Why not power leak? Can't go past removing removing 20 energy; the time you save is better IMO than leech signet.

Well, I put leech signet in there to interrupt healing sig, rez sig, and other sigs.
But latley I've come across a problem, I get owned by warriors and rangers. I can't do crap to a warrior/ranger only team, sure if theres one or 2 casters i can make their lives hell but I have nothing to deal with the others.
Any idea how to counter that?

Any idea how to counter that? Try adding that mantra (physical resistance?) It gives you 40 armor against physical i think.

Oh I completely forgot about those mantras, thanks.
Hmmm..... I think I will take out Leech signet for Mantra of Physical Resistance, because even if i do interrupt a rez sig or healing sig., they can just use it again before it recharges.

Two skill slots, but more effective, I think, is Distortion+Spirit of Failure. I see you don't have any illusion, but you can still put one point in it, and actually gain energy from warriors that are wailing on you. The cool thing is, if the warrior uses wildblow, no big deal. It recharges in 5 seconds, and they just wasted all their adrenaline on wild blow. The hex is still on him, and if more than one enemy is focusing on you, hex them too. Energy is good.

I've found, myself, that one of the biggest problems of Mesmers is their restrictions as far as differentiation between the types of opponents they can face. Mesmers are either good at hurting casters, or hurting warriors and/or rangers (even then, there are distinctions between a mesmer trying to shut down a ranger, and one going pure melee-hate.) You can try mixing and matching, but I've always had trouble making an effective Mesmer build that targets more than one type of enemy.

You know, Spirit Shackles is Inspiration and shuts down Rangers fairly well. It leaves most Warriors free, but at the end of the day, you can't be immune to everyone.
