The main idea is that once a group clears the FOW or UW a global message appears congratulating the group for everyone on the server to see similar to the HoH global messages. Of course these messages will only be seen by people in the same region. No magical chest that gives everyone shiny treasure, having your guild's name appear to everyone on the server is enough for some people to go that extra mile.
I think that this is a really good idea to give a guild or a group that extra incentive to clear FoW or the UW and think that it deserves its own thread to be discussed and hopefully signed by others.

Although i don't know how many groups clear the entire UW but i think there are not many. So why not, and why not a shiny chest too ? after all to complete the UW is as hard as winning the HoH.

Considering the time it should take to complete UW, and the no. of groups that will succeed at this is most likely low, this sounds like a nice idea.
If it appears to be done more then expected, then one message naming all teams maybe every 15 min...

I agree that clearing the FoW is relatively easy compared to the UW but it does take alot of time and dedication so a reward would also be well deserved. And I highly doubt that this would create spam because a small percentage of groups that go into the FoW actually clear it which also takes a whole lot time.

it depend on what you call completion. Last time i went in fow, it was with a PUG, noob pullers who aggroed everything at once but excellent players (and particularly monks) so we didn't die, and we made it to the forgemaster (and completed his quests) in about 2 hours. Then we tried the place with many hydras and we lost, coz of too much aggroing.
So if completion means doing absolutely all quests and not only "main" ones , then it's ok it takes 3 hours at least (maybe 2 for the best ones) and it is harder.
So why not rewarding them too, indeed.

As far as I know if these kind of suggestions are sent to Anet they usually tell you to post the idea on fan sites to see what other people think. So if they are reading this and alot of people sign it could actually happen.

But there are other accomplishments that deserve a global message too:
1. Completing every bonus in the game. Nuff said HARD HARD HARD.
2. Clearing Snake Dance. It's really hard and it takes HOURS and almost nobody does it.
3. Clearing Dragon's Gullet. Now ppl would have a REASON to go there!
4. Clearing that area where Deep Oak lives. Most ppl don't realize how big that area is because it's tricky and HARD to get to the northern part. And the only rez point is right at the beginning so you have to walk FOREVER every time your party gets wiped out!
5. Clearing Flat Top. Most ppl don't even know where it IS much less ever go there or clear it. But it's not really very flat.
6. Graduating from the Ascalon Academy. Come on it takes many many hours and you don't even get a party, presents or even a diploma!
7. Finding the Xunlai storage agents in Droknar's Forge. Ppl just can't find them. It's a major achievement without paying someone to run you there.
8. Picking up white items. Most ppl just leave them on the ground littering Tyria. Ppl need a reason to pick them up. KEEP TYRIA CLEAN!
9. Logging on. Sometimes I get so tired I can't type my password. I need some positive reinforcement for getting it right. Besides, ppl will keep playing a game if it makes them well-known every time they play it.
10. Pressing any key or clicking the mouse. I like global messages with my name in them. I really do.
Ok, for the humor-challenged, this is sarcasm. This is about the most worthless piece of drivel suggestion I've ever heard.
