Proposed:
Your next Spell may be cast instantly, but takes an additional 45 seconds to recharge.

Most spells do not have more than 45 second recharge...

additional... which means 45 + whatever recharge it is

so if it is originally 60 recharge it is 105

I was thinking that too. ^

Id decrease the penalty to like 30 seconds or even less, but when applied to rez skills it may tip the scales.

Maybe make an alternative skill. Glyph of Offensive Spells Sacrifice.
