Can anyone confirm whether or not any +X% enchantment length applies to party-wide enchantments such as Aegis or any of the Orders?

Yes, it applies to all enchantments.

With my +20% enchants, Balths Aura lasts 12 sec up from 10, but Symbol of Wrath still only lasts 5 sec?

Symbol isn't an enchantment.
