Guy right outside of Stardack Somethingtarium (whatever its called) basically the Seared version of Ashford Abbey. He will craft steel for you for 200 gold and 10 iorn per piece of steel. Its quite a lofty price, as a monk i recently had to buy 9 steel ingots for my cool +5 to energy +10% al vrs physical armor.
