It is a beautiful shield, but strength is basically useless and +20% chance of +1 strength basically translates to this: one fifth of the few times you are attacking with a skill used you will have an extra one percentage point of armor penetration so assuming that on every tenth attack you use a skill, you will do about a half a point of extra damage once every fifty attacks.
Strength is basically useless, and percentage based damage reduction is not nearly as useful as condition based damage reduction. However, both of those facts being said, those two mods would probably seem really useful to the moron warriors that don't analyze stats, don't visit the forums, and don't read the descriptions of skills or strength. So I would look for the least educated buyer you can find and ask 100K. If you try to sell it on the forums, I would be surprized if anyone buys it since there are much more useful shields that could be using, but some collector may give you 5 to 10K because one mod is max and the other is very close to max. I would buy it except I only buy shields where both mods are maxed. Good luck.
