Are there any public Team Speak servers out there for use. Or is it just best I rent a dedicated one?

You can try the public test servers, although they get shut down every so often:
voice.teamspeak.org:10050 and voice.teamspeak.org:10060.

You can also (if you have a good enough connection) run the TS server yourself.

Thanks for the info, I know I can run one myself, but the goal is to have one available for anytime I am not on that the Guild can use.

Ah...my friend who runs our TS server just leaves his computer on all the time. The public test servers work for short spans of time. You could also try to find another guild who would be generous enough to let you share their server.
