If I remove 4 pts from axe will I only be able to put 2 of those into sword?

or is there a cap on the number of pts I can change around, but I would still be able to put all 4 into sword

No. Using 1 skill refund simply removes all the skill points you added into the skill for that point.

There is also a limit to a maximum of 24 skill refunds per level.
