This staff is also available DIRECTLY outside the portal of Port Sledge, for 5 intricate grawl necklaces.

Maybe he meant his monk that used this was extinct now? Or maybe someone sold you the collector staff with the 2 crappy health mods (hale head and fortitude wrapping) without telling you what it really is?

Anyhow, not extinct regardless of your intent.
