I think it means casting and recharge because it says (all) next to the line. Just a guess.

I dont think wands can have 3 things on them ex. +energy, rehcarge, casting speed. Anyways 25k on 5.

That defender is the most unusual shield ever! u cant have devine favor and strength... amazing, it owns the shield i saw in Lions Arch with req 13 strength and +1 tactics (20% chance)
