Its in Maguuma Jungle.
A collector called Vargil the White and takes 5 eyes (can't remember what eyes, shriveled?)

The Crimson shields are only while Hexed, or in a Stance, to get +45 -2 Enchanted, you have to get a Malinon's Shield(green)

He wants the AL 12 one, not AL 16 (which does not exist).

The AL 12 is in Maguuma Jungle as far as I know. I doubt they'd move an AL 12 shield to the desert.

As for AL 16, yeah your best bet would be Malinon's Shield.
