Can Diveresion be spammed to lock out more than one of a target's skills? I thought it could but then someone in the arena's told me it couldn't be used that way. I'd just like to know for sure. Thanks.

it has a 5 second recharge and takes 2 secs to cast
* > 1 sec = no spam
use the elite, power block, it locks out all of that attribute's skills

You can lock out multiple skills with it. Whether or not casting it whenever it's available constitutes "spamming" is trivial semantics.
