Water wand with perfect mods! (+5 energy when enchanted and 10% all skill recharge)!

I dont like wands and staves so im selling this one quick. The req. on it sucks (13) but u dont have to fulfill the req to get the other benefits (+5 energy when enchanted [use with mist form in mist bomber farming build] and 10% all skill recharge). Secondly mist bomber farmers usually have 12-13 water magic anyway. Oh and no reserve.

hmm kinda of conflicted, the title and brief info about it say recharge but the stats on the item (that you typed) say casting speed; which is it?
