With the 20% recharge to illusion, the one point away from 10% casts to all skills and the low req I think this may be worth something. Any ideas?

This could be very valuable to an illusion mesmer. The 9% is almost perfect and would help for secondary spells. I would value 50K easy, possibly reaching anywhere from 100K-150K IMO to the right person.
