Is this fixed yet? Is it safe to capture skills now?

Hello,

I previously posted a question asking if Signets of Capture were supposed to unlock skills or not. I was told that yes, they were, and that the then current status of the game in which these skills were not unlocked was a bug. I am wondering if this bug is now fixed? Is it safe to capture skills now? Also, is there any way to unlock previously captured skills if the bug is now fixed?
