where do you get a guild hall....

i heard it was at lions arch, but i got there and i cant see how to do it, can anyone tell me please how to go about getting one, i have even used the search option on here and i couldnt come up with anything

if you already have a guild but need the guild hall you need to get a celestial sigil. unless BE and others have started given them up (fork 'em over darnit!) you'll be hard pressed to buy one from the sigil trader.
