Until they change it, that is. This just in from ANet...
Thank you for your report. We appreciate your patience on this potential issue. We have determined that this issue is not a bug and the game is working as designed. The delay in moving or attacking is to bring the interrupt skills inline with their fast attack speed. We apologize for any frustration or inconvenience this issue may have caused you.

in case anyone else wonders what the heck he's talking about, here's a link to the previous thread: http://www.guildwarsguru.com/forum/s...ad.php?t=73592
ps. I haven't noticed any ill effects due to this change (at least in pvp)

Maybe "Ill" isn't quite the way to describe it... but firing an arrow and being unable to do more than breathe took a little getting used to. Even walking or a normal shot is delayed.

I predict that order of the vampire and order of pain will just get nerfed similar to fragility, the skills will become weaker and cheaper.
They will cost 5 energy, need 3 seconds to cast, do/steal only 60% as much damage and still sacrifice 17% health.
that way ranger spiking and iway will just become excinct.

And as one more last final note from ANet... I suggested that at least the descriptions be changed to reflect the new reality...
Thank you for following up with your suggestion. The developers have indicated that for suggestions for game improvement, fan forum boards are their preferred method of communication. A compiled list can be found on the official Guild Wars website http://guildwars.com/community/default.html. The capacity for these forums to collate information and bring together people who might not otherwise raise their voices in support of a particular feature is a powerful tool, as is the ability for the community to sift and concentrate suggestions into the very best version of what that suggestion is capable of being.
These forums have been an invaluable part of our development since early alpha phases, and they continue to be so. Even though you may not receive a direct response to a post, our developers check the forums regularly, and this allows them to get a feel for the issues and features that are most important to the players.
I will be closing this ticket now as it seems to have been resolved. If you have another issue, please do not hesitate to get in touch.
Take care,

My question: I understand the motivation for introducing a delay for rangers between using *skills* after an interrupting shot, like Distracting Shot, Concussion Shot, etc. Chaining interrupts is not how they were intended to be used. However, any ranger now, post-9/29 skills update, who fires an interrupt arrow is frozen for the length of the post-interrupt delay. The update log on Thursday, September 29 reads as follows for Distracting Shot (and similarly for the rest of the updated interrupting bow attacks): Distracting Shot – Added a delay after skill is used before another can be used. From what I gathered from that description, a ranger's skills should be unusable for .75 seconds (which I believe is the "aftercast" of other spells and Mesmer interrupts), or however long the "delay" is, but he should still be able to move and fire normal arrows, which seems not to be the case. Was the intent of the added delay to freeze a ranger entirely, or just freeze his skill use? ArenaNet's response: Hello, Thanks for contacting the Guild Wars Support Team. We appreciate you taking the time to submit your report. Our development team is aware of the issue you described. While at this time we do not have a specific time frame for a fix to this issue, you can be certain that it will be addressed. You may wish to periodically check http://www.guildwars.com/news/gameupdates.html for the latest update notes. It is important to note that we are unable to replace or restore lost items, characters, or experience. Thankfully, instances of such loss are extremely rare, but in any case, we cannot perform any sort of restoration. We apologize for the inconvenience, but are thankful for your assistance in helping us solve this issue. Regards, The Guild Wars Support Team |
We'll probably fix it, but we can't be bothered making up a time that would be fictional anyway.
As a sidenote, have you added a hit to our site today? If not, make sure you do, we badly need the traffic, as most people who used to come to our site now frequent www.worldofwarcraft.com because of our refusal to fix bugs. Too bad we don't have half the ounce of dedication the WoW team has. Oh well

Now all they have to do is continue to nerf Mesmers, and I have no good characters left... Great way to ruin your own game, dumbasses.
