Tattered girls cape gone?

I went to pick up a tattered girls cape and was trying for over an hour to find it but it appears to have gone. I used to be able to pick one up evertime.
Can anyone verify that it can still be found?

In the end i gave up and bought one from someone.

Yeah, I have tried to find it alot of times now. But it simply isn't there anymore... Atleast not in the Sanctum Cay/Fisherman's Haven area...

I tried to get it also, I even talked to the guy. I kind of figure it was removed when the quest was not implemented. I assume (hope) if/when the quest is umplmented the capew will be put back in. Which better be soon, I have 15 shreds and counting. Maybe chapter 3.

I forgot about this item - I finally got my perm characters to Stingray, but haven't seen the shred. I just took a quick run around and nothing. Must have been removed in one of the updates.

Now I have to go back and see if the broken flute still pops up outside of Sardelac.
