You know those "other skills" that don't have any attribute? Things like Remove Hex, or Epidemic. It's a shame they aren't linked to an attribute. Not because I want them to scale in power, no. Because when I get that nice Fast recharge for such-and-such spells 20% chance item, I'd like it to effect some of those skills too.
Even if the attribute doesn't actually have any effect on them at all, it'd be nice to associate them with something for item procs.

The opposite problem is with poor Soul Reaping (necro)... there are items that provide faster casting and recharge for Soul Reaping skills and yet... no Soul Reaping skills exist

There are a few skills out there linked to attributes, where the attribute has no affect on it, such as Plague Sending (curses). However, I prefer skills that are unaffected by an attribute to appear in the "other" category, simply because it is easier to find such skills if you sort them by attribute.
Besides, there are 10% faster casting/recharge items that work on *all* skills, not just a particular attribute.
