I love this game but for the life of me I can't figure out how to customize my skill hotbar. I have more skills than can fit in the 8 slots, and can't figure out how to change my skills around. What the heck am I missing?

drag & drop dude. That's how you change skills. Hit "k" and drag & drop what you want to the skill bar.

Man, I've tried dragging and dropping and they didn't move....I'll try again tomarow.

You can only drag and drop skills when you're in a city or mission outpost.
