Question: the fastest bow

well... im not asking what type of bow is fastest

but i have acquired a collectors fire wand that has +10% attack speed bonus and -20% dmg to compensate it

so, i wonder if a bow with similar bonuses does exist, and if it does, where can i get it, base dmg doesnt matter, i just want to know where can i get the fastest bow in game
