It's technically a will-o'-the-wisp. It doesn't do anything, it's been there since the Haloween update.

I've seen it in one of the Kryta missions too, long before Halloween came along. I doubt they're for anything.

If you go outside LA, into the swap to the north, there's a man in the swamp on a small tower, he has a quest. Around that area, are little blue things very similar to that red thinga-ma-jig.

At first I thought it was from the red light shining from the lighthouse. Then I decided it was indeed a will o' the wisp. Also known as swamp gas.
