Is it possible to run GW in wireframe mode? If so, how?

There is a program called G-Stats. It stores data on your PvE and PvP kills, exp, faction, fame, etc.

It also plays sounds (UT2k4 Announcer) when your party kills something.

Then what you're looking for, it has different modes that allows like tinting of various colors, even a disco of those colors, and the mode you're looking for Wireframe.
