do I keep skills when I remove charactors?

Seeing as you only get to have 4 characters per game, I need to know if you get to keep the skills you unlock for pvp charactors in the pve levels after you delete a character or not?

for example, if I have two characters level 18, ranger monk and necro elementalist, can I delete them both and create monk elementalist level 20's in pvp with the items and skills unlocked from the other characters and continue playing the game with lower level other characters?

Yes this is the way it works. What ever you unlock with a character is unlocked for the account, regardless of what happens to the character.
