It isn't perfect.

The sword itself is; he didnt say perfect Fouris Bute Sword of Fortitude.
req's have nothing to do with being perfect or not so dont even try that, perfect is perfect no matter if its req 7 to req 13.

um, i am pretty sure that perfect does mean the mods as well, and the lowest req, it is a nice sword though

IMO i consider the damage mod to make a sword perfect, but I suppose others think differently, i guess i should have worded it differently
