when they did the big skill change, they put incendiary arrows to 10 seconds undocumented, so i use it for a while, then decide to jump back on my ranger, and they put it back to 8 seconds undocumented AGAIN!!, wat gives :/
the xtra 2 seconds gave 1 xtra shot out of it . hrmmm

Even at 8 or 10 seconds it's still a weak elite in my opinion -- mainly since it can't be used with Prepared Stance to extend it's duration and quicken it's recharge.
Choking Gas + Prepared Stance (E) is usually the best way to go -- allowing you to keep Choking Gas up indefinately.

imo its a great elite, burning is -7 degen, + constant interrupt, 10 seconds was very nice, but 8 seconds is just toooo low

IA is great with QZ (the spirit). its also not bad to take both choking gas and IA.
