PC on Gold Skull Shield Please

Hey,

I picked up a Gold Skull Shield, Armor +16, Req 10 Tactics, Health +28

Anyone got a rough idea of value and also any idea what the max Armor is for shields?

Max armor for shield is Armor 16. PC for the permanent +28 is 2 points away from perfect. I'm not the best at PC, but ~30-50k is a guess from me.
