PC Muursat Horned Bow +15%^50% req9

I was wondering how much this bow might be worth...

Gold Vampiric Horned Bow of Warding (Muursat skin)
Piercing Dmg 15-28 (req. 9 marksmanship)
Damage + %15 (while Health is above 50%)
Life stealing: 4
Health regeneration: -1
Armor +6 (vs. elemental attacks)

I think what counts here is the 9req and 15%^50% as the mods can be upgraded if need be.
I don't really know too much about 15%^50% bows so PC would be appreciated. Thank you.
