PC on a NICE Gold Truncheon!

I picked this up yesterday in my travels and was wondering what the true value might be on it.

Gold Truncheon
11-22 (Req 9 Blood)
Improves Casting Speed (9%)
Improves Skill Recharge (10%)

I got 2 in game prices that went something like this.
PC#1-45k-50k
PC#2- 100k

So you can see why Im a little confused. Please help me find an accurate price on this.

Unfortunately, Morgriff's Scepter is a 10/10 wand.
My necro uses it and is pretty damn happy with it since I run a blood/death build.
So the value of this item might be hugely affected by it.

Any others so I can get an idea of its worth?
