honestly with the way people act these days you'll be lucky to get anything for it everyone wants green or gold weapons no matter how crappy they may be
You'll end up standing aroung for 3 hours trying to sell that everyone will crybaby about it because it's not max dmg and there's only 1 mod
best place to try to unload it would be ascalon city but the chat is so busy there it's not going to e easy

its a sickle people understand that it wont be max
and for your info there are 2 mods on it

the thing about sickles is, anyone can throw a cheap axe upgrade on a low damage sickle in hopes of getting more for it, but there are lots of low damage sickles, I have two myself one with a 10% damage mod in stance (6-13 with a 4 req) and a 6-16 (with a 8 req which I find funny) and sold a 6 - 16 for 10K. The really desireable ones are 20 damage and above.
thats not to say that I don't believe you can get at least 5K for your sickle...IF
the big IF is..if you can find the right buyer, sickles have become a lot more popular to collectors as more people hear about how rare they are.
