There's a crafter for vellum roughly halfway between Droknar's Forge and Camp Rankor. His name is Magnor, IIRC.

I worked it out recently, and it was 80k to BUY the Vellum, and 30-40k to CRAFT it. Buying a runner to the Collector is easily the best way. You need 1750 Wood and 1750 Glittering Dust to get the right amount of Vellum for the 15k Tattoos

The easiest way to get vellum? Craft it, wood and glittering dust, the easiest crafter to get to is just out side the Henge of Denravi, follow the path over 3 or four bridges, and instead of taking the right to get to the riverman, go left at the jungle trolls, follow that keeping to the right and it will lead to a collecotr and a crafter, be carefull tho it leads to a dead end and sometimes there can be a lot of trolls, but if you have a running skill they usually turn back and leave you alone.
