A question about damage with spells combined w/ a +19 vs undead

You see the damage +19% to undead, i am wondering if when you cast say fire storm the +19% damage is with that also, not just attacks.

Any and all info will be helpfull!

Dmg +19% means on thing only: Melee. Sorry to burst your bubble. I would have loved an additional 20% to my smites with a holy staff. But alas. It's only melee.
