I heard there was a collector that gives a shield that is
max
health+45(while enchanted) (or perm)
Recieved dmg -2 (while enchanted)

anyone know where this shield is?

First of all, this has been answered plenty of times, you should try the search button. The shield Requires Ancient Eyes and is in Mamnoon Lagoon, however, it has 12 AL. Currently, there's no collector's shield with +45/-2 while enchanted with 16 AL.

besides i did a lil research and look what i found in an auction

it looks like it might be a collectors item

i think that is the collectors item one. there's one with armor 16 health+45(while hexed)
Recieved dmg -2 (while hexed)
collector is right outside of Camp Rankor.

If you look at the picture you posted, it is armor level 12. This is indeed the collector shield the first responder spoke of.
