I have done most of the mission to get the bearskin cloak to Little Thom, but I don't have an arrow to point me in the direction to take it to him.

Where is he located? Where is Green Hills county?

go out the gate to lakeside and follow the road to your right til you come to green hills county keep going than take a left up the hillside when it deadends among lots of elementals

hook to the right and look for farmland with the estate in the distance
