you can still grab this sucker in Lions Arch, near the lighthouse on the beach, you'll need 4 leather belts they can be obtained from the baddies near galrath in the quest villainy of galrath.

I have one but max armor not like this in LA for 3k.

Damn, you're right, only armor 9 0_o isnt there a 16 armor +45 -2 shield stance shield available in teh desert? or is that the enchant one?

I have a spare +45 -2 in a stance shield, but i dont really want to part with it >.<

desert stance shield costs 5k to make..
